Mandatory Qualifications:
Level II-Between four (4) and seven (7) years of experience as a Specialist
Four (4) years of experience managing external and internal stakeholder at all levels, including direct communication with executives.
Four (4) years of experience managing communications for an IT organization and/or on an IT project, and four (4) years of experience with creating documentation and communications that translate technical language into layman's terms.
Desirable Qualifications:
Experience managing a public marketing/awareness campaign and external communications for a project valued at more than $100 Million.

Expert level with Outlook, MS Word, Excel, PowerPoint, Publisher, and other relevant communications tools for both written and visual communications.
Bachelor's degree in communications, marketing, public relations, business, political science, or related field.
Expert level verbal, written, and visual communication skills. Four (4) or more years in utilizing
practical and effective verbal, written and visual communications strategies.
Travel/Part-Time/Duties/Responsibilities:
The Communications specialist will be responsible for establishing and managing communications channels on the build, rollout and ongoing support of different IES modules/projects. As a member of the IES Communications Team, the Communications Specialist will report to the IES Communications Analyst and will provide support to other communications team members, operations staff, governance staff, business analysts, project managers, and other members of the Program regarding stakeholder communications and support. A communications and marketing plan has already been established and the communications specialist will be responsible for standing up different channels for multiple projects, Additionally, the communications specialist will be responsible for managing the program communications life cycle and customizing it for specific projects for which they own communications responsibilities.
Specific duties include, but are not limited to the following:
Assist in developing appropriate plans and approaches for IES Project communications based on available New York State organizational assets and stakeholder's information needs and requirements; update and modify plan as appropriate; Create communications, marketing materials and reports with input from IES team members and other stakeholders; Coordinate with project managers and functional leads to strategize the best way to communicate technical pieces of the work streams to stakeholders; Translate technical information into layman's terms for communications materials and documentation; Develop functional descriptions of IES project modules at each stage of the communications life cycle to communicate to stakeholders for multiple projects; Monitor and control communication throughout project lifecycle to ensure project stakeholders' information needs are met; Develop and deliver online and print content for training and distribution on upcoming functionality releases for IES end users; Identify communication risks and failures on projects and resolve in coordination with IES leadership; Create, collect, store, retrieve, and distribute project information in accordance with the communications and marketing plan; Confer with project stakeholders to consolidate feedback and incorporate into subsequent communications; Manage communications channels, including print and web; work closely with project teams to plan and implement a health and human services customer portal; and Coordinate responses to public inquiries with communications team and relevant PIOs.
